    This section includes lists of Senate and Assembly bills, summaries, and links to the government site. The reader should not take the summary page as the most current listing. Legislation can change daily and the listing of the bills does not confer support by any individual of the AAP, the District IX officers or staff, or Chapter 1. This listing only presents legislation that might be of interest to our Chapter membership.

Please consider traveling to the the AAP Members Only Channel (www.aap.org/moc) to discuss your views on new or past legislation. This site is secure to Chapter 1 members only. If you haven't tried it, please do. Chapter leadership will regularly visit the site and add their perspectives. Once you log onto MOC select the Chapter 1 link from the left column then select the Discussion Group on the right side of the page. Follow the directions for adding new topics, participating in old threads (discussions), and requesting notification if anyone responds to your comments.

You can FAX your senator or congressperson to support your issues. It is an easy and effective way to communicate.

Drowning Education AB 24 Department of Public Health (Ortiz) SB 858
    1)Requires the director of DPH to be headed by a State Health 
            Officer, appointed by the governor and subject to Senate 
            confirmation, and requires the director to be a 
            California-licensed physician.
2)Vests DPH with the duties, purposes and responsibilities and 
            jurisdiction exercised by DHS for specified provisions of law, 
            including the Office of Binational Border Health, state 
            laboratories, population, public health and environmental 
            study, the Division of Rural Health and the programs it 
            administers, the Office of AIDS, the authority over public 
            nuisance, food and water safety, food and drug enforcement, 
            local health department funding, and provisions establishing 
            the California Conference of Local Health Officers.
3)Establishes a Public Health Board (PHB) to provide public and 
            expert involvement in the development of policies, regulations 
            and programs administered by DPH, consisting of 13 members, 
            chaired by the State Health Officer.  Requires PHB to meet at 
            least four times annually; board member terms would last four 
            years, serve without compensation, and have a fiduciary duty 
            to represent the public interest and protect the public
